Future redevelopment of Charlotte House care home

Care UK is bringing forward early-stage proposals for the redevelopment of its existing Charlotte House Care Home, in Isleworth. The proposed redevelopment of will deliver significant improvements on the existing building and will allow Care UK to build and operate a home that meets its modern standards and requirements. To ensure that it can continue to build on, and improve, its care offering to the Isleworth community, as well as futureproofing for infection control given the recent Covid-19 pandemic. 

The proposals

Care UK’s proposals for the redevelopment of the Charlotte House Care Home would deliver the following:

  • A fit-for-purpose, 64-bedroom home - increasing the capacity for care from 56 residents - in an up-to-date building, which is better able to meet the needs of residents and on-site colleagues. The Government has said that “the need to provide housing for older people is critical”. Specifically, the London Plan requires an average of 867 new care home beds per year. These proposals will support fulfilling this need and the need for specialist care accommodation. 
  • Redevelopment on a sustainable location. By redeveloping Charlotte House care home, the proposals will provide 64 care bed spaces on previously developed land, in a sustainable location within the built-up area of Isleworth. 
  • The creation of new jobs, both during the construction phase and once the care home is operational.
  • Ecological and landscape enhancements to the site, including the retention of existing trees and additional planting around the site to attract wildlife.
  • The promotion of sustainable transport options such as public transport, walking, and car sharing.

The proposals will provide 23 car parking spaces, including two disabled spaces. There is one additional ambulance bay and one delivery bay. There will also be ample cycle parking provided on-site. This is based on staff and visitors, as residents will not have access to their own cars due to physical frailty. In Care UK’s experience across its 150 care homes, this provision will easily hold the number of cars likely to be on site at any one time. 

  • Ecological enhancements – the proposals will strive to meet the modern expectations of a sustainable care home. There will be a wide range of new ecological enhancements within the design. This includes bird and bat boxes, log piles, and additional planting around the site to attract wildlife.  
  • Landscape enhancements – As well as being a high-quality build, the proposals will focus on enhancements to the landscaping around the site. 
  • Enhanced planting and retaining on-site trees – the majority of existing trees on the boundary of the site will be retained in the proposals to help screen the development, vegetation on site will also be enhanced. 
  • Promotion of sustainable transport options – Care UK is committed to promoting sustainable transport options for staff. A Travel Plan will be implemented which promotes sustainable modes of transport such as the use of public transport, cycling, walking, and car sharing initiatives to staff. 
  • Use of sustainable technologies – the scheme will include technologies such as solar panels, air source heat pumps, or EV charging points
  • Flooding and drainage - similar to large areas of London the site is located in Flood Zone 3 which indicates that if no defenses existed the probability of flooding would be high. Flood defenses are however present both in the form of the Thames Barrier and local defenses along the river. In combination these reduce the annual probability of flooding at the site to less than 1 in 1000.]
  • The development will reduce the flood risk by placing all bedrooms on or above the 1st floor such that in the unlikely event that the flood defenses failed the accommodation would remain safe and dry.

  • Permanent local employment – the proposed redevelopment of the Charlotte House care home will result in continued employment on the site, with jobs available for colleagues, such as carers, nurses, gardeners, receptionists, and activity teams.
  • Temporary local employment – should approval be granted, during the construction phase of the proposals, local construction jobs will be created. 
  • Improved economic prosperity of Isleworth – residents and colleagues will contribute to the economic prosperity of Isleworth as this will bring additional expenditure in local shops, and the wider area. 

A Construction Management Plan will likely be conditioned as part of any planning application submitted to London Borough of Hounslow, and will detail how traffic, waste, dust, and noise are managed during the construction phase of the project, to ensure minimal disruption to the surrounding area and community. Should planning permission be granted, and Care UK decide to continue with the proposed development, updates of any road disruption and construction milestones will be fully communicated to those most likely to be affected.


Residents and colleagues

Given the very early stage that the proposals are currently at, current residents and Care UK colleagues at the Charlotte House Care Home are not expected to be affected by these redevelopment proposals until at least 2025. Should planning permission be granted, a decision will then be made on the future of the home. Further engagement will then be undertaken with residents, and staff, to ensure that any decisions on the future of the home are fully communicated to all those affected, with all available options fully explained.

If you can’t make it, the exhibition boards on display at the event will be available to view on the website from the day before the event.
